Malian president in the White House meeting Bush

Washington DC-(USA) American President George W. Bush on Tuesday met with Malian President Amadou Toumani Touré at the White House in Washington, APA has learnt.

The two heads of state discussed various issues including education, malaria and AIDS. President Bush reassured Mr.Toure that his commitment to help Africa battle against corruption, HIV/AIDS, and malaria as well as promote literacy remains strong.

“We are proud to be standing side-by-side with you,” the US president said, highlighting Washington’s efforts to help Africa battle deadly diseases as well as poverty, corruption, and extremists.

The two presidents also talked about the need for close cooperation to protect the innocent people from “those who murder the innocent in order to achieve their dark political vision.”

The US Army has been training the Malian military in counter- terrorism strategies for five years under the Trans-Sahara Counter- Terrorist Partnership.

President Touré offered “the sympathy and solidarity of the Malian people” regarding the deadly tornadoes that hit several southern US states and postponed their talks for Friday.

The Malian president added that he has come to the US to thank President Bush for undertaking historic initiatives not only for Mali, but also for Africa. Mr. Touré mentioned the Millennium Challenge Corporation, the fight against AIDS through the Global Fund, the initiative on the eradication of malaria, and the presidential initiative on literacy in Africa

President Bush is leaving Friday on a five-country trip to Africa. During his trip he is expected to highlight his call for doubling aid to fight HIV/AIDS and malaria, and a $698 million grant to Tanzania as part of his Millennium Challenge Corporation aid program.

Gabon’s elections on the way

Libreville (Gabon) The local elections in Gabon will be held on 27 April, the national and permanent electoral commission (CENAP) announced in a press release published on Tuesday evening in Libreville.

According to the CENAP electoral calendar, the nominations of candidates will be from 25 February to 4 March, the publication of the list of candidates will be on 25 March while the election campaign will kick off on 12 April at midnight and will end on 26 April at midnight.

The local elections were initially slated for mid-January. But the Constitutional Court deferred the poll on the initiative of the Interior ministry, considering the delay in the revision of the electoral register.

The city and departmental councillors will be elected during the local elections. The councillors will in turn elect, by indirect suffrage, the mayors, the presidents of the departmental assemblies and the senators.

Since the term of the previous teams ended on 13 January, the government appointed special delegates as mayors to run current affairs.

The city and departmental councillors are elected for a five-year renewable term.

Strengthening bilateral ties – Liberia and Rwanda

Monrovia (Liberia)- The defense ministers of Liberia and Rwanda Tuesday signed a memorandum of understanding to strengthen bilateral ties between the armed forces of their two countries.

Liberia’s defense minister Brownie Samukai told reporters following the signing ceremony in Monrovia that the memorandum is also aimed at exchanging opportunities as well as discussing challanges facing them and adopting measures to resolve them.

“Rwanda has come a long way, and they have been able to improvise under difficult circumstances and are on the path to success.

We would like to benefit from their experience and the challenges that they were able to overcome and how they were able to succeed with the meagre resources that were available to them,” Defense Minister Samukai said.

The pact, according to Minister Samukai, was a culmination of discussions held by the leaders of the two countries during President Ellen Johnson Sirleaf’s state visit to that country last year.

Also speaking during the ceremony, the Defense Minister of Rwanda, General Marcel Gatzinsi said his country was eager to participate in the rebuilding of Liberia’s armed forces.

Press release by some Kenyan Bishops

Any Peace loving Kenyan or anybody in any country in the world who has been following the post general election events in the country, would sincerely support the Mediation team of former UN chief Koffi Annan.
It is on that note that we as Bishops from Rift-Valley, Nyanza and Western Provinces urge Kenyans to rally behind Annan if the country was to heal from the sufferings it has experienced in the last few months.
We believe it is the formation of a Grand Coalition Government pending elections after two years that would help the country pick up fully and remain united as before. Kenya has been known as an Island of peace and this would continue when Kenyans are satisfied of the country’s leadership through elections.
The country has shed a lot of blood and it is therefore important for our politicians to weigh what they say especially regarding the Mediation talks led by H.E Koffi Annan. The remarks like those from Hon. Martha Karua regarding the announcement by Annan over the talks development should be avoided by all means.
As Bishops from the three Provinces, just like majority Kenyans, we are convinced that Annan and his team is best placed to end the turmoil in the country if they are fully supported by us, Kenyans.
The remarks from Hon Karua, criticizing the announcement by Annan on the Plans for a grand coalition government followed by elections after two years, is in bad faith and clearly shows that she, and by extension the PNU which she leads in the mediation is not for the interest of the general country.
As we told H.E Koffi Annan in amemorandum we had sent to him, the country is bleeding and talks hold the key to the future destiny of this nation whose innocent citizens, including children have heavily suffered due to the Presidential elections. The situation needs a political approach like this led by Annan and not courts as demanded by the PNU.
We must realize that courts are not fields to sort out political mischief. Kenyans are keenly following the proceedings from the Annan dialogue because they yawn for Justice on the political leadership in the country which will be solved through another ballot exercise.
As clergy, we feel duty bound to remind our political leaders that they cannot hang on power while the country is falling apart over the disputed Presidential elections and that it was important for them to swallow any pride and support Annan initiative for the interest of the country.
The behaviour of Hon. Karua over the progress made to the public from Annan, clearly indicate that she does not mean well for the country and has no respect for the democratic principles she had been talking of previously.
Kenyans voted on the platform of change and made their verdict. If their democratic decision through the ballot box was not respected hence a rose to the dispute, then it would only be wise to subject the same Kenyans to another elections so as to get a leader of their choice.
That is why we maintain that people of goodwill must just support the Mediation initiative led by H.E Koffi Annan.

Humanitarian situation remains harsh for Chadian refugees – UN resident coordinator

YAOUNDE, Feb 13  – Just over one week after Chadian refugees started flowing to Cameroon’s north-eastern town of Kousséri, their humanitarian situation remains harsh, but is gradually getting under control, the UN resident coordinator for Cameroon said in a press release Tuesday evening.
      “Their living and hygienic conditions are dire”, said Sophie de Caen. “But we feel that, largely thanks to the relentless work of the Government of Cameroon and non-governmental organizations [NGOs] alongside with the UN, we have been able to prevent the worst from happening.”
     The UN estimates that at least 30,000 Chadian refugees are currently in Kousséri after some have returned home following the return of calm in N’Djameni. Last week, some 50,000 hadians fled the capital after fighting for the control of the city intensified between government troops and rebel forces seeking to overthrow the government of president Idriss Deby Ibno.
      After several days of fighting, government troops, backed by France, succeeded in repelling the rebel forces and regained total control of the capital N’Djamena. But despite the return of calm to the city, many of the displaced people are still reluctant to go back, fearing another imminent attack from rebel forces
     “After responding to the most immediate life-saving needs of all, we currently envisage that approximately 20,000 individuals are not likely to return to Chad in the coming weeks. We expect such number to remain in Chad on the medium term”, said UNHCR representative in Cameroon Jacques Franquin. “We are now working with our donors to ensure funding so that we can provide the protection and assistance required.”
     He said on February 16, UNHCR and its partners are to start offering transport for the refugees from Kousséri to a camp near the town of Maltam, 32 km away. That is when official registration will be conducted, enabling humanitarian organisations to have an exact figure of the group.
    “Our priority is now to equip the camp, so that refugees may live there in safety and dignity. We are therefore working on the provision of shelter and water points”, said  Franquin.
     Meanwhile, the acting representative of UNICEF in Cameroon, Silvia Luciani said in response to fears of epidemics, vaccination against measles and poliomyelitis will start on Wednesday February 14 for up to 44,000 children among refugees and the host communities. Vaccines for meningitis are also on the way, she added.
    Since 09 February, UNICEF has been providing 48,000 litres of drinking water per day. On Wednesday, the organisation will distribute a total of 96,000 litres, at the same time as individuals report for the vaccination campaign, the press release stated.
     Meanwhile, to date, the World Food Programme (WFP) has distributed over 130 metric tonnes of food aid to over 30,000 refugees. The rations are intended to provide 2,133 kcal per person per day over a period of one week.
     A further load approximately 280 metric tonnes of food is expected in Kousséri this week for the next distribution cycle, which will take place when refugees move from Kousséri to the camp in Maltam.(END)
