The names in the sealed envelope leaked to API this morning: Kenyan ministers on the list – ICC is ready investigate, but ministers must resign first; a source at the ICC has said.

The names of suspected Kenya post election violence financiers has now been leaked to API. The envelope containing names that was handed over to Kofi Annan by The Waki Commission, is now in the hands of ICC. API is now working hard to verify the information that has been leaked. It is said that the information therein confirms the following.
- That the list contains names of 3 PNU ministers and 4 ODM ministers, while businessmen are 3 in number.
The PNU ministers on the list are:
- John Michuki, Minister for Environment and Natural Resources
- Uhuru Kenyatta, Deputy PM and Minsiter for Trade
- Professor George Saitoti, Minister for security and Provincial Administration
The ODM ministers on the list are:
- William Ruto, Minister for Agriculture
- Raila Odinga, Prime Minister
- Charity Ngilu, Minister for water development
- James Orengo, Minister for Lands
The businessmen on the list are:
- Kibor from Rift Valley Province, A Rift Valley businessman
- Njuguna from Central Province, A Nairobi businessman
- Mr Reuben Ndolo, a former Member of parliament – Makadara, Nairobi
The list above is not conclusive. A source at the ICC leaked the information to API today morning. Our source was economical with information on when the envelope was opened. She told API that the envelope was opened in the weekend and sealed again awaiting the official opening by the Chief Prosecutor Ocambo when he returns from Africa.
If the list above is correct then Kenya should now get ready for total confussion because those named have to resign from their posts while investigation is taking place.
One thing API doubts is whether it is true Raila Odinga’s name is on the list. Annan and the Americans would not want to see Raila loose power now in Kenya. The two – Annan and the Americans worked so hard to stabilise the situation in Kenya using Raila Odinga in the chess game. The Americans even went a long way to announce millions in support of the creation of the PM’s office.
One question that comes to mind is why Kibaki and Raila would like to see a Local Tribunal created. Yesterday the Cabinet rejected the proposed laws to hav a Local Tribunal because the proposal did not give the President powers to pardon those who will be convicted by the Tribunal.
This may lead us to believe that President Kibaki has been informed by Waki on the contents of the envelope and should the PM be indicted and convicted, Kibaki would like to be in a position to pardon him in the name of reconciliation.
