Kenya Cabinet approves bill on vetting of judges

The cabinet was meeting for the second time since the promulgation of the new law.

The Cabinet Thursday approved a bill on the vetting of Judges and Magistrates.

The Bill proposes the appointment of a nine-member board to undertake the vetting process.

The procedure for appointment to the board is as follows:

-The Public Service Commission will advertise the positions and thereafter shortlist candidates.

-The PSC shall forward the shortlisted candidates to the President who will in consultation with the Prime Minister nominate nine names for consideration by parliament.

- Parliament will then vet the names and forward the vetted list for appointment by the President.

The meeting that was chaired by President Mwai Kibaki at State House, also made the several decisions that will impact positively on the City of Nairobi and other municipalities.

Cabinet approved the partnership between the central government, local authorities, and the private under public private partnerships (PPP’s) in the areas of solid waste management and disposal in urban centers, the development of multi-storey parking facilities, and the provision of affordable housing through the re-development of old local authority housing estates.

The improved management of solid wastes in environmentally sound manner under PPPs will create opportunities for employment and energy co-generation. The development of multi-storey parking facilities will ease parking pressure and congestion in the central business districts.

The redevelopment of old local authority housing estates will provide more affordable housing units for sale and rental in prime areas of our cities and towns, while safeguarding the rights of existing tenants.

The Cabinet also passed a number of ratifications on international conventions covering areas such as Customs Procedures, Protection of Underwater Cultural Heritage, and Protection of Cultural Property in Conflict Situations. It also ratified the establishment of the East African Health Research Commission.

Cote d’Ivoire: UN welcomes agreement on final voters’ list

Abidjan (Cote d’Ivoire) – The agreement reached on the final list of voters for next month’s long-delayed presidential polls signals a major breakthrough in Cte d’Ivoire’s electoral process, the United Nations peacekeeping mission in the West African nation said on Wedensday.
On Monday, the Ivorian members of the Standing Consultative Framework – namely President Laurent Gbagbo, Prime Minister Guillaume Soro, and the heads of two political parties – reached an agreement on the list.

The UN mission, known as UNOCI, “trusts that it will lead to the establishment of a final voters’ list and the holding of presidential elections as planned,” according to a press release issued today in Abidjan.

The presidential polls were supposed to have been held as far back as 2005, but were repeatedly postponed. Elections are now scheduled to take place on 31 October.

While preparations for the polls were on track up until late last year, they were interrupted in January. Political tensions began to mount after voter registration was suspended due to violence and Mr. Gbagbo dissolved the Government and the Independent Electoral Commission (IEC) in February.

The electoral process restarted after a new Government and Electoral Commission were established, but further delays were caused by differences on how to tackle the issue of fraud and a dispute over the appeals process on the provisional voters list.

This week’s agreement, which UNOCI called a “remarkable achievement,” will have a “historic” effect, since millions of people will receive identity cards for the first time in their lives.

The mission also urged all Ivorian political leaders to work to ensure a peaceful environment in the country before, during and after the polls.

UNOCI noted that it will continue to help the people of Cte d’Ivoire find a durable solution to the crisis through, among other measures, the conduct of open, fair, free and transparent elections.

The Security Council established the mission in 2004 to facilitate the peace process in the country, which became split by civil war in 2002 into a rebel-held north and Government-controlled south.

Uganda: Al-Shabaab issues new terror threat

Kampala (Uganda) Ugandan security is on full alert ahead of Idd festivities, which mark the end of the Muslim holy month of Ramadhan slated for tomorrow.
Al-Shabaab on Tuesday demanded that Uganda withdraws her peacekeeping troops from the war-torn Somalia, or face more attacks. Accordingly, security has been stepped up to counter the threats, said Police spokeperson Judith Nabakooba.

“We call upon the public to be vigilant, especially during this period of Idd,” she said yesterday. The latest threat was issued by the Islamists’ radical leader Sheikh Fuad Mohamed Khalaf ‘Shangole at a mosque in Mogadishu. Defence spokesperson Felix Kulayigye yesterday said violence will not work.

The Somali-based Islamic militants claimed responsibility for the twin bombings, which killed 79 people in Kampala on July 11. “I advise them to try something else but not threats of violence because it will not work. It will not make us change our stand,” Kulayigye said.

The Ugandan troops are serving under the African Union force called AMISOM. “Our troops will not leave Somalia as long as the African Union wants them there,” he said. “The people of Somalia want peace and that is what took us there.”

He added: “We are not in Somalia for adventure; it is by conviction to ensure the return of peace for our brothers. “We have been defending Uganda since February 6, 1981 and we have never backslid on that. Ugandans should remain vigilant and let us know of suspicious people.”

The militants on Tuesday accused President Yoweri Museveni of becoming an obstacle to stability in the war-torn Somalia and warned him not to send more troops to Somalia. Ugandan and Burundian peacekeepers are assisting the Somali Transitional Federal Government. Uganda recently sent 750 troops of the 10,000 more soldiers it pledged during the recent AU summit in Kampala.

AU officials said last week AMISOM’s troop level had recently risen to 7,200. The force is seeking a more robust mandate that would allow it to hunt down insurgents.

Uganda’s fight against al-Shabaab has received a boost from several countries since the July 11 attack. The US, Britain, Kenya, among others, rushed investigators to work with the Kampala team, leading to the arrest of over 50 arrests.

In fresh investigations, two more Kenyans were early this week arrested in connection with the blasts. Habib Sulaiman Njoroge was arrested at the Kenya-Uganda border post of Malaba while trying to sneak into Uganda. Also arrested is journalist Habib Suleiman working for an FM station in Mombasa.

A total of 34 suspects have been charged with terrorism, murder and attempted murder. Among them are Ugandans, Kenyans, Somalis and one Pakistani.
